The only problem was that they could not predict when the rivers would flood. A city-state are cities that functioned sort of like countries. Religion in Mesopotamia was mostly polytheistic, meaning that the people who lived there believed in multiple gods. The gods may control crops, rain, and flooding. Mesopotamians used a certain type of writing called cuneiform. This type of writing used pictures engraved on soft clay that was then put out in the sun to dry. Scribes were mainly men who could read. They eventually would become political leaders. Sargon was the first to conquer ALL of Mesopotamia, and he created the world's first empire. When Hammurabi became king, he made his own set of laws called Hammurabi's code. His code is best known for how cruel the punishments were towards people who broke the law.
Problem: They was out of order and didn't know what to do
Solution: They had kings make laws and a government.
